Development of a tool to assess and monitor national reforms and public investment programmes related to construction in the EU-27

The project aimed to develop a tool to support DG GROW with monitoring activities for the measures related to construction included in National Recovery and Resilience Plans. The project team reviewed NRRPs and official documents produced by the European Commission as part of the process to evaluate actions proposed by Member States. After having identified a list of over 280 programmes, the project team populated a database with various details concerning these measures and developed a tool that DG GROW can use to track Member State progress with implementing these measures. The tool is an Excel-based system that allows users to retrieve and update records associate with every meaure, to perform analysis across measures and to export data in various formats.
