BUILD UP Skills is a multi-annual EU funding initiative under the framework of the Intelligent Energy Europe (IEE) programme. Build UP Skills has been implemented in all EU Member States as well as in the Former Yugoslav Republic of Macedonia and Norway, supporting the realisation of EU targets through enhancing workers’ skills. In relation to other projects, Build UP Skills will contribute to the objectives of two flagship initiatives of the Commission’s ‘Europe 2020’ strategy namely 1) ‘Resource-efficient Europe’ and 2) ‘An Agenda for new skills and jobs’. More concretely, its objectives are to:
- Initiate national discussion processes that bring together all relevant stakeholders;
- Identify and quantify the need for a workforce qualified in energy efficiency and renewable energy in each Member State by 2020 (and beyond);
- Set up and agree national qualification roadmaps to achieve the sustainable energy policy objectives for 2020; and
- Support concrete qualification schemes on the basis of roadmaps to 2020 with identified needs and priorities.
Trinomics has been awarded a major technical assistance contract for the Executive Agency for Small and Medium-sized Enterprises (EASME), in collaboration with GOPA.Com and Visionary Analytics, to foster exchanges and cooperation between the different countries implementing the national initiatives that resulted from the national roadmaps drafted as part of Pillar I of BUILD UP Skills. The focus of this study will be twofold: a) To facilitate further international learning among countries and their projects; and b) To evaluate the programme both at project level (monitoring of activities and analysis of project-level effects) and programme level (overall effects of the programme and the link between BUS Pillar II and H2020 topic EE4 projects).
