Trinomics, in cooperation with EY (lead partner), has been selected by the European Investment Bank to assess the access-to-finance conditions for investments in Bio-based industries and in the Blue economy. The general purpose of the assignment is to gather information and evaluate the need and potential for dedicated risk finance instrument(s) at EU level to sustain major investments for mature projects in Bio-based industries and in the Blue economy, and to propose new or modified public financial instruments for that purpose. This will contribute to the delivery of the EU Research and Innovation (R&I) Policy objectives in the field of Industrial Leadership and access to risk-finance.
The following aspects will notably be addressed during the assignment:
- Describe the key issues/risks related to the financing of investments in Bio-based industries and Blue economy,
- Identify and analyse market conditions as well as the potential need and justification for further public intervention at EU level, and
- Formulate and assess the policy options to remove the identified financing bottlenecks.
With this assessment study, the EIB aims at identifying its potential role reviving investments (50-100 million euros) in strategic projects around the EU, and which could have major impacts in the real economy. Through this project, the EIB will address market gaps by taking on some of the risks, helping to increase promoters’ appetite to invest; and will mobilise additional sources of funding (private investment, other relevant public funding). Thus, EIB’s objective, close to the ambitions of the European Fund for Strategic Investments (EFSI), is to help funding sound projects and to facilitate companies’ access-to-finance in these sectors of key importance for the European growth.
