This was carried out by Trinomics in 2023 with the main objective to advise on the design of a potential EU public-private partnership approach to innovation in fusion energy. The work was comprised of 3 main tasks: (1) a mapping and analysis of other public private partnerships (PPPs) globally, both inside and outside the fusion sector to draw lessons on design features for an EU scheme; (2) a mapping of interest and views among stakeholders in the EU fusion industry and supply chain; (3) analysis of a PPP scheme for the EU with recommendations on an approach to boost innovation by EU industry in fusion.
As part of the work Trinomics interviewed leading EU fusion initiatives, fusion industry supply chain firms, public organisations (e.g. F4E), the research community and stakeholders from other PPP initiatives. Additionally a workshop attended by more than 60 stakeholders was held in Brussels to present and validate first findings and design ideas and 3 focus groups were held with key stakeholders to discuss detailed design proposals.
The recommendations proposed a 3-fold approach to PPPs within the EU utilising existing frameworks to create a new co-programmed EU partnership; inviting F4E to adopt more PPP approaches to promote innovation; and, utilising the EIT-KIC Innoenergy to provide seed funding for new and/or small firms innovating in fusion.
