Senior Consultant in Nature and Biodiversity [ENV25-002]

Our work includes applied economic research and policy advice, capacity building, and knowledge transfer in different subsets of environmental policy topics, with clients ranging from European institutions and national governments in Europe, to international clients such as bilateral and multilateral donors and international financial institutions.  

We are seeking a highly skilled and motivated Senior Consultant to join our Nature and Environmental Policy team. This position offers the opportunity to work at the forefront of environmental policy, shaping strategic advice on biodiversity, ecosystem conservation, and nature-based solutions within the broader EU legislative landscape. 

We are looking for a candidate with a deep understanding of the interconnection of nature with other sectors — such as agriculture, urban planning, climate adaptation and resilience, water and marine ecosystems — and the ability to translate biodiversity knowledge into actionable policy recommendations across multiple domains. The ideal candidate should have strong expertise in EU nature and environmental legislation, including knowledge of protected areas, biodiversity conservation frameworks, and their intersections with other key EU directives and policies.  

 

Profile of the candidate 

  • Proven expertise in environmental policy, including experience with policy evaluations, impact assessments, and regulatory frameworks in the EU and internationally. 
  • A strong understanding of biodiversity, nature conservation and its interlinkages with agriculture, water, marine environments, land use, and climate resilience. Experience in working on agriculture policy and its impacts on biodiversity and climate is a plus 
  • Ability to position biodiversity and nature-based solutions within broader EU legislative frameworks, such as the EU Biodiversity Strategy, the Nature Restoration Regulation, and the Climate Adaptation Strategy 
  • Demonstrated ability to lead multidisciplinary projects and advise on the integration of biodiversity into cross-sectoral environmental strategies. 
  • Excellent stakeholder engagement skills and the capacity to balance diverse interests and perspectives. 
  • A solution-oriented mindset, with the ability to ensure that nature and biodiversity considerations are placed at the centre of political and policy decision-making. 
  • Strong written and verbal communication skills, including experience in writing for policy audiences and presenting to senior stakeholders 
  • A collaborative approach, with the ability to work across teams and cultures, and to support and mentor more junior team members. 

 

Key responsibilities 

  • Lead and contribute to applied research, policy development, and advisory work on EU and international water and environmental policies. 
  • Drive the integration of biodiversity and nature-based solutions into cross-cutting projects covering climate adaptation, agriculture, water, and marine issues. 
  • Conduct and oversee policy evaluations, impact assessments, and strategic reviews in line with EU environmental priorities. 
  • Provide strategic advice to European and international institutions on the implementation of biodiversity frameworks and environmental legislation. 
  • Lead  business development and acquisition efforts, including effective consortium building, proposal development and stakeholder outreach, contributing with knowledge on the market landscape. 
  • Act as a senior representative of the organisation in high-level dialogues, stakeholder consultations, expert groups, and international conferences. 
  • Mentor junior colleagues and contribute to internal knowledge-sharing and team development. 

 

Required 

  • Completed Master’s degree in Environmental Economics, Environmental / Natural Sciences, Sustainable Development or a related discipline;  
  • A minimum of 12 years of relevant professional experience, with at least 2 years of senior experience in a similar field (e.g.  consultancy, think-tank, other research organisations or (public) policy institution) and in leading (project-) teams; 
  • Demonstrated experience in managing and leading consultancy or research projects, including team leadership, client engagement, and successful acquisition. 
  • In-depth knowledge of relevant EU strategies, policies, market instruments and experience working on methods such as (EU) policy evaluations, impact assessments, cost-benefit analyses, indicators development, scenario building; 
  • Quantitative capabilities (advanced Excel skills, statistical analysis, etc.) and modelling skills are a plus; 
  • Interest to work on a wide range of EU environmental policy issues within these domains is a must; 
  • Ability to work, write and communicate fluently in English. The ability to work in additional languages, especially in Dutch, is considered an advantage.

Expert Water Consultant [ENV25-002]

We are seeking a highly qualified and experienced Expert Water Consultant to join our expanding international environmental policy team. This position offers the opportunity to contribute to and shape high-level strategic work on water policy, supporting integrated solutions across biodiversity, climate adaptation, agriculture, and marine ecosystems. 

The ideal candidate brings deep expertise in water resource use and management, water scarcity, and transboundary freshwater cooperation. You should be able to work across thematic areas, ensuring that water-related policies and strategies are embedded in wider nature-based, climate-resilient, and cross-sectoral approaches. We are looking for someone who can connect water legislation with wider EU priorities, particularly biodiversity, nature restoration, climate resilience, and sustainable land and marine use. 

 

Profile of the candidate 

  • Proven expertise in environmental policy, including policy evaluations, regulatory analysis, and impact assessments in the EU and internationally. 
  • Strong background in water resource management, water legislation, and its interface with biodiversity, land use, and climate adaptation. 
  • Ability to connect water-related issues with agriculture, coastal resilience (e.g. blue carbon, flood protection), and water resource management.  
  • In-depth knowledge of relevant EU water frameworks and instruments such as the WFD, the Biodiversity Strategy, and the Climate Adaptation Policy Demonstrated capacity to translate complex policy and scientific information into actionable insights and strategic advice. 
  • Experience in leading multidisciplinary project teams and managing client relations. 
  • Excellent stakeholder engagement skills and ability to navigate differing expectations and priorities. 
  • A collaborative, solutions-oriented mindset that can position water topics in the context of evolving political and economic priorities. 
  • A collaborative approach, with the flexibility to work across diverse teams and cultures. 
  • Strong written and verbal communication skills, including policy writing and presentation skills. 
  • Knowledge of EU marine policy (e.g. the MSFD, MSP, Ocean Strategy) and the blue economy is considered an asset.

  • Provide high-quality analysis and advice to government clients, the European Commission, and international institutions. 
  • Support  business development and acquisition efforts, including effective consortium building, proposal development and stakeholder outreach. 
  • Represent the organisation in policy dialogues, expert groups, and conferences. 

 

Required
