SR6 EED negotiations and guidelines

The assignment consists of two major objectives:
1) Support to the Commission during the trilogues negotiations of the EED recast. Specifically, the project team will provide the Commission with data, facts and analysis of different options of the EED proposal, concerning the articles under this study (as briefly introduced in the next section). The support of the project team will enable the Commission to advise the Council and the Parliament on the impacts of the discussed options and modifications in terms of energy savings, costs, administrative burden, legal feasibility, competitiveness, employment and other agreed up-on co-benefits.
2) Development of the guidance documents to support the implementation of the articles under the EED. The guidance documents will support Member States and other actors to effectively implement the articles under the EED. Therefore, each of the guidance notes will consist of two parts 1) a clarification of obligations, including possible ways of implementation, which the Commission will consider as compliant with the EED; 2) a provision of best practices. The guidance documents will be provided for each of the articles within the scope of this project, including their related definitions and annexes. The guidance documents will be consistent with the recitals of the EED recast.
