How to measure progress on NDC commitments under the Paris Agreement?

The long-term objective for Barbados and St Vincent and the Grenadines (SVG) is to operate a sustainable and fully functional Monitoring, Reporting and Verification (MRV) system that underpins its decision making and engagement processes on climate action (GHG inventory compilation, mitigation and adaptation) and identifies and characterizes the access to international, regional and domestic climate finance sources. This consultancy assignment has supported Barbados and SVG in the design and development of such a MRV system. The national MRV system(-s) developed include institutional arrangements which create a strong focus for routine data gathering and compilation, a sustained competent technical team, secure data flows, and reliable high-quality delivery of outputs and evidence for decision making and reports. The system has been designed to identify and account for ‘additionality’ from mitigation projects, consistent with the requirements set by evolving international climate finance mechanisms, arising from the Paris Agreement.

One of the main project outputs is a report recommending clear, concise and well understood actions that the Government of Barbados and the Government of SVG and associated stakeholders can undertake to formalize the proposed MRV system which will allow for efficient and timely production of data and allow the NDC to be tracked.

The project has been conducted by Trinomics in collaboration with Aether Ltd (lead) and Caribsav, between September 2016 and March 2017. Trinomics’ experts provided support by integrating the necessary elements, requirements and items on climate finance into the proposed national monitoring, reporting and verification (MRV) systems for Barbados and SVG. In particular, Trinomics provided guidance and reviewed outputs on the climate finance aspects and developed inputs for the national MRV roadmaps.
