How can countries track their progress on clean-energy innovation?

The objective of this study is to develop an indicator-based framework aimed at tracking the evolution of clean-energy innovation performance based on a limited set of output indicators, namely patents, trade and publications. The project objective is to define a set of indicators and to extract, analyse and collate a set of data to create the Clean Energy Innovation Index (CEII).

This monitoring will provide part of the evidence to support the development and implementation of Research and Innovation policies. The monitoring is also useful for the following EU reporting obligations:

  • Accelerating Clean Energy Innovation mechanism;
  • The State of the Energy Union Reports;
  • The SET Plan; and
  • The Mission Innovation initiative

The project is conducted by Trinomics as the project lead partner, together with Science-Metrix and Cambridge Econometrics, and will run from 2019 to 2021.

This investigation provided the following preliminary results:

  • Development of the detailed approach and conceptual framework;
  • Data collection and indicator construction relating to patents for clean-energy technologies;
  • Data collection and indicator construction relating to trade flows (imports and exports) of clean-energy technologies;
  • Data collection and indicator construction relating to scientific publications on clean-energy technologies;
  • Development of methodology to construct “Clean-energy innovation index”;
  • Meetings and dissemination.
